The reality is a mix of the two responses. You may experience problems downloading, you may not. The only way to know, is to try it. If you have problems, it's a crap shoot solving them because the issue could be one of many things.

Steam game time will start once you launch the game within Steam. The thing is, this is when you will download 100GB of content. Refunds have been issued beyond 2hrs for this reason.

Wait for the next time it goes 50% off or greater and try it. No point in paying full price for it today.
