Ah, Hispanos. Don't really use them much, if ever, but never really liked most aircraft I flew with them. I've seen stuff saying they can be inconsistent. Not sure myself. Always used AP/Ground belts for them and had some success, but mostly used them in GRB and mostly focused on CAS.

I think the game needs to unlock the 2nd hardest difficulty by default for zone 1 and 2 though. The normal mode of those is not that difficult and having to grind to nightmare for everything is a bit.

What does this mean, though?
Administrative government is characterised by two (three I guess) things: the provincial viceroyalty system, which landless rulers can't use on account of being landless, and the estate system, which landless rulers already have. Why do you want to be landless administrative?
(Is it the third thing - influence? It's only really used for subject interactions, so what good would it do you?)

Anyway, above's solution works, but requires that the realm be administrative to begin with, which is true for only a handful of countries and a handful of starts. There's likely a mod, either real or potential, that could do this for you.
I am left wondering why you'd want to do this, and also why this exists and yet merchant republics still don't, and several other things. Administrative is strange.]

"Merchant Republics" sort of exist... after a fashion. Maybe that and the administrative wanderer are bugs, maybe they are there for future development to flesh out.

Just like Venice, you can create your own - IF you grant a county title to the city mayor within it that county is now a Republic vassal. That can be 'expanded' by granting them more land including upscaling it to duchy and then kingdom level if you are an emperor and have the titles/land to grant.

It doesn't stay in dynasty hands for direct rule, the next heir is chosen largely by RNG (with some weight to courtiers of that court) but the lands will remain in vassalage.

I went around and spray painted everything I could find on my 5th night and I'm Peddler 5 now. You should get the set amount of paint cans needed to tag the next region when you get everyone's addiction and Loyalty to 100% in the previous region. I'm unlocking zones far to fast and I'm too early into the game to keep up with demand at that rank.
