can also be the board if its throttling the cpu
or cpu cooler if thats not good enough and the cpu is overheating and throttling

But everything was fine before i reinstalled windows. Nothing is overheating, CPU is at 60° while gaming.

I agree it would be better to remove the button in the room that says "start training". All the buttons you can use to send your merc somewhere are conveniently placed in a row on the barracks panel: send for treatment, cyber surgery, send to trainer, etc. It's unfortunate that the button you mention just sends you to that panel without any further help.
