VAC = Software that detects cheats and bans them (after a delay of weeks)
Steam = Software that allows you to play and buy games
Valve = Company that owns/operates VAC and Steam
Activision/IW = Companies that made MW3 who you are force feeding your money. These are the ones who designed the game to (unintentually, I'm sure) be a cheaters' paradise.
No admins = No immediate bans = fail
No dedicated servers = No admins = No immediate bans = fail
Lobby System = No dedicated servers = No admins = No immediate bans = fail
Leaderboards = Encourages idiots to (in their mind) extend their ePenis by achieving a higher rank at all cost = fail
I could go on, but you get the picture. It's poor game design for a PC game. Which translates into a poor console port.
Doesn't matter how pretty the graphics are, if the games basic design is poor. Personally, I will never buy a game that doesnt have deciated servers (unless I only intend on playing single player).
The concept of dedicated servers is nothing new, its well over a decade old and proven concept. Yet, consoles don't use them. Why not? Because then you would have multiplatform gaming. ie you would have players on console AND PC playing against each other. This would actually be unpalletable to console players as keyboard+mouse is a far better way to play, and they would get their butts handed to them, even by noobs on PCs. But I think I went off on a tangent there...
This is the highest number of banned accounts I've seen any Anti cheat do. It's far higher than PB for that matter.
So VAC does try to ban every cheater but these cheaters are no lifers who will just re buy the game and cheat again with a new cheat. That can not be stopped no matter what you do.
MW3 is just a popular choice by cheaters due to what it offers them.
