Rebuy the game on a new account. There's your second chance.
Besides, legit players don't get a second chance on getting their games un-spoiled.
It would be like if people gave a mass murderer a second chance: sure, if he kills again he'll be put on death, but if he kills someone, you can't get that person's life back.
Cheating will result in a permanent ban
On both the Steam Subscriber agreement (that all Steam users agreed on), as well as for games like TF2 (it's also COMMON SENSE that you will get in trouble for cheating). If hackers didn't listen the first/second times they were told, what are the chances that they'll listen again?

Yeah I agree, it probably discourages a lot of people who are thinking about cheating, but realize the penalty is a permanent ban. Some people will use that "second chance" to their advantage. So instead of a single person cheating once, they'll get to cheat a second time with that "second chance". I'm not saying all will, but second chances can be taken advantage of and very few people will probably use that second chance for what it should be used for (learning experience). Serious infractions deserve serious consequences to enforce a "zero tolerance" policy.

Do you think anyone is going to pay attention to a long list of cheaters that have VAC bans? You still can not take your punishment. You have learned nothing as you feel the punishment is unwarranted. Until you realize the ban is just you have learned just a 1/2 lesson.
These bans have been like this for many years. The last time Valve changed the ban length they increased it. They tried shorter bans. They did not work.
Based on your posts I just wanted to add, that your VAC ban is a full VAC ban, that's all it does. A single game (or a single engine if it's a Valve game) is a full VAC ban, there's no such thing as being banned from all games and trading, although there is a seperate trade ban which is unrelated to VAC.
