You break the rules you get banned, simple as that. Whatever you think of it is irrelevant.
Note that this "evidence" (if it can be called such) is purely empirical, but still. A MW3 developer also explicitly said FOV changers were allowed.

Unless you were using another FOV changer which does more than just change the FOV (these do exist, after all) it is exceedingly unlikely - nigh on impossible in fact - that this is what got you banned.
It can make your screen smaller but also WAY BIGGER so you can see way more than normal.
It's a legit ban for sure. Don't waste time with Steam support, they won't unban you.
As has been said, even by one of the devs (her post was quoted in this thread a few posts back), FOV Changer will NOT ban you. So either that has changed (in which case there'd be a truckload of posts on the matter) or something else trigger VAC on the OP's account.
It's still give an unfair advantage. It's not available on the game directly, alterating the game to get it is bannable.
And you shouldn't listed a devs saying that, specially a such old post.
There's probability you rebuy a copy hence they get more money, so don't trust everything they say.
Also VALVe can decide to add FOV changer at ALL the VAC games. Devs don't have direct control of what's getting added as hack in VAC.
Use your logic, if it's give an unfair advantage SPECIALLY if you can't do that normally with the game, it's SURELY prone to VAC ban.

I suspect this FoV thing is an excuse or something he hopes his friends will believe.
