A game ban in RUST is usually given by Easy Anti Cheat. EAC bans are permanent.[support.facepunchstudios.com]EAC bans can be appealed, but the grant of an appeal is very unlikely.[www.easy.ac]
Please note that EAC bans that occured due to an account thief using cheats will not be reversed.
Do not try to rebuy RUST on a new account. EAC bans DO ban by HWID.
