Is it going to happen? Almost certainly not.
All VAC bans are constantly checked and verified. A false positive this old is literally unheard of. The oldest reversed VAC ban i know of was six months old. And that one was already an extreme outlier where i'd normally say that this ban is legit and never be removed.
Same with your case. The ban is permanent. It will not be removed.
Who used your account to cheat is irrelevant. You are responsible for the security of your account and ALL actions on it.
Also, you won't be able to play CS2 on this account, at least not on official servers.
The answer hasn't changed over years. If it was a mistake, it would be automatically removed very long time ago.

Maybe some dude who works at steam is emotional due to a sweet movie, they read your post and just unban.
One thing everyone here agrees on is, the squeaky wheel gets the grease, a motto to live by, a motto than even a whole kingdom can be held together by.
The only things you can do about your ban are make a new account and stop cheating.
