Please note that bans are delayed, bans are for individual games only (in most cases), and making new accounts is quite simple.

i can even give you the coder who made it. Obviously he has steam himself. That's why i wanna know how i can report this.
Also note there is no way for YOU to tell what game another account has a ban on, regardless of what they 'say'.
My friend asked me to convince you guys that he's right.
Since you guys aren't easily convinced and still think vac bypasses don't excist.

i'm playing the mentioned game almost daily even though vac banned for it, being it the last on 20th of december.
One, screenshots prove nothing and are easily faked.
Two, no one on Steam should be opening ANY image or other links anyone posts due to possible scams and account hijacks.
Three, getting on the forums and claiming to be USING a "VAC bypass" is a pretty bad idea.
That means the system is working.
Since you're all so helpfull in making VAC a better place (not) i'll leave you to it.
