I am all for shutting down his steam account and removing all games.. It should have been done on the 2nd time. You get one chance... you cheat then BAN.. do it again and lose all your games here on steam.
ALL cheaters are thieves who steal from all of us. They should not be allowed to remain on steam.
I agree with you that those who cheat 2 or more times should not be allowed on Steam.
However not all cheaters are thieves. Some cheat due to other reasons that others are cheating. They got sick of the cheats and decided to cheat themselves.

It is not in anyone's best interests to give the least bit of allowance to cheaters. When we give some leeway to cheaters, they go and cheat again. That's what the users have proven. You were told not to. If you do, that's not Valve's problem, it's yours.
I would be curious as to how long these "Temporal bans" were for?? 30 days?
I still think my idea of....
1st. offense.....1 year ban
2nd. offense....2 year ban
3rd. offense.....5 year ban
.....would work, and should at least be tried.
I may be wrong, but I don't see someone like Blanchflower returning to make the same mistake, he simply has too much to lose.
Even though I don't claim to be a Christian, I do believe in forgiveness, and a second chance, particularly if the person admits to thier mistake.
History is full of people who make mistakes far worse than cheating in a game, learned from thier mistakes, and retruned to do a lot of good. One such man, a notorious persecutor of Christians, wrote 2/3rds of the New Testament.
