Follow the support guide to enable DEP and secure boot bcd and then post back again here if you still have no luck with a COMPLETE* list of your OS, Hardware specs, software installed and running processes and services*
*For some reason people seem to ignore the word COMPLETE in regards to the list of installations, processes and services.
If you want help, you need to cooperate.
I have tried everything it recommends. I have Windows 8.1 64 bit. Specs: 8gb of RAM, AMD 6100 six core processor, AMD Radeon HD 7700 Series, DirectX 11. As for the software installed, what would be the best way to get that information? Same for running processes and services.
That's up to you, but I recommend using the following:

Sorry for all the links. I don't really know how to do what you said nor did I understand it.
It didn't do anything? It asked for permission and then it looked like it was going to load something, then nothing happened. All the stuff is in the Gyazos though.
Norton Security is also a potential issue*
Bonjour software may affect your connectivity too
WIndows8 StartMenu software is unnecessary and the hooking part may interfere with VAC - not 100% saure this is a factor, but it may be worth disabling it temporarily to see.

Otherwise I see no other potential causes with what you've shown.

Did you receive any error messages when atempting to enable secure boot funcitonality, enabling DEP or repairing the Steam Service?
All of those I had before the repair of the computer, but I will uninstall some that I don't really need. And When I try to enable Kernel Integrity with these bcdedit /deletevalue nointegritychecks, bcdedit /deletevalue loadoptions. Possibly if you use that 3rd party WIn8 Start Menu program you are not accessing the WIN+X context menu that offers the option for "Command Prompt (Admin)"
Anyway, I am glad you seem to be able to play without issue and hope it comtinues. Please let me know here if you have any more problems and I'll see what we can do.

No problem! And I uninstalled the Windows button. And it was able to access the admin Command Prompt.
