Issue with your computer is blocking the VAC system
So I use to able to play CSGO no problem, then my computer broke. So I sent it to a repair shop. When I got it back I've been getting that error on CSGO at random times. And the guy at the repair shop installed a bunch of things. One was AVG Anti Virus but I just recently uninstalled it and still have the problem. Someone please help. I am banned for 7 days because of it.

You are responsible for the activity pertaining to use of steam and/or subscriptions via the account including the functionality of processes that may be interfering with Steam when the account is logged on.

Follow the support guide to enable DEP and secure boot bcd and then post back again here if you still have no luck with a COMPLETE* list of your OS, Hardware specs, software installed and running processes and services*

*For some reason people seem to ignore the word COMPLETE in regards to the list of installations, processes and services.
If you want help, you need to cooperate.

I have tried everything it recommends. I have Windows 8.1 64 bit. Specs: 8gb of RAM, AMD 6100 six core processor, AMD Radeon HD 7700 Series, DirectX 11. As for the software installed, what would be the best way to get that information? Same for running processes and services.

That's up to you, but I recommend using the following:

WIN+R
\\127.0.0.1\admin$\System32\msinfo32.exe

Select the data from:
Running Tasks, Services and Loaded Modules
-
WIN+R
\\127.0.0.1\admin$\System32\Services.exe

WIN+R
\\127.0.0.1\admin$\System32\appwiz.cpl

You press the WINDOWS KEY and the 'R' key then type in the line (i.e. \\127.0.0.1\admin$\System32\Services.exe ) and press ENTER

It didn't do anything? It asked for permission and then it looked like it was going to load something, then nothing happened. All the stuff is in the Gyazos though.

Certainly I would not use "VPN4Games" with Steam or Steam games as use of such "for any other reason" is a violation of SSA
Norton Security is also a potential issue*
Bonjour software may affect your connectivity too
WIndows8 StartMenu software is unnecessary and the hooking part may interfere with VAC - not 100% saure this is a factor, but it may be worth disabling it temporarily to see.

*(q.v.) https://support.steampowered.com/kb_article.php?ref=9828-SFLZ-9289

Otherwise I see no other potential causes with what you've shown.

Did you receive any error messages when atempting to enable secure boot funcitonality, enabling DEP or repairing the Steam Service?

All of those I had before the repair of the computer, but I will uninstall some that I don't really need. And When I try to enable Kernel Integrity with these bcdedit /deletevalue nointegritychecks, bcdedit /deletevalue loadoptions. It says "An error occurred while attemption to delete the specified data element. Element not found. http://gyazo.com/ae5967d2a50018eca3f82d01ad0f7e33

Update: I just played about 4 games of DM without getting the VAC error. I am off to bed. After school tomorrow I will play some DM and then Comp and see if the issue persists.

Sounds like you are not running bcdedit with administrator privilege.

Possibly if you use that 3rd party WIn8 Start Menu program you are not accessing the WIN+X context menu that offers the option for "Command Prompt (Admin)"

Anyway, I am glad you seem to be able to play without issue and hope it comtinues. Please let me know here if you have any more problems and I'll see what we can do.

Sorry for asking for all the screenshots etc. I know it can be a pain - but thank you for doing so and I hope it has helped! :)

No problem! And I uninstalled the Windows button. And it was able to access the admin Command Prompt.
