That's a game ban not a vac ban, game bans are given out for more than just cheating
If the ban was given in CS2 then it is permanent and you cannot appeal against it, if it's a different game then take it up with that games developers and see if there's an appeal process in place

If you got a game ban in CS2 then it is permanent, non-negotiable, and cannot be removed by Steam Support. You will never know the reason for the ban and no one will provide you with any proof of the ban. Game bans can be issued not only for cheats.
