This leaves only two options:
a) Cloud gaming
b) Supervised LAN play
Overwatch is in the game but its is not for everyone like it was in CS:GO.

The vast majority of the player base is not fit to do Overwatch cases.
Yeah I have read this but currently it looks like that only a really small amount has access to it (and probably not even the community as nobody has been posted about it yet).
I am just thinking about
A) giving access to overwatch for eligable people like in the past (in particular for CS2)
B) detecting the firmware but as VAC will never be on kernel level and even kernel level anticheats (FaceIT) is not able to detect DMA that effectively, I guess AI is probably the only solution.
