No, VAC bans are per account, and not based on IP address'.
Lol, you should tell him he's a filthy cheater and to grow a pair and play like a normal human being.

Not at all. But if your brother install any cheat on your PC, and you play in secured VAC servers, yes.
Do not log in in your brother's PC just in case.

Your brother is a tool.

Do not give your password to your brother either. In fact, I'd change the password to it and the associated email account and put it somewhere he will not be able to find it just to be safe. Also don't give him ANY access to your computer, ever. And don't family share with him. :)

I want to cheat, especially aimbot.
I only have a single line connection installed at my home
but I have 2 PCs and 2 separate steam accounts,
if I cheat on 1 account and 1 PC, will my other account banned?

*excuse my prejudice, but this "brother" excuse thingy is kinda too mainstream already
and the winner is...

1) If you're sharing a computer I'd honestly spend some money and buy a new one
2) If you have your own computer ensure you have a password on it
3) Ensure you have a 5 minute timeout that automatically activates the screensaver
4) Ensure the screensaver requires a password to log in
5) Do not set windows to auto-login
6) Do not set steam to auto-login
7) Log out of steam whenever you're not playing

You're going to have to assume your brother is somehow going to compromise the system. Ensure at a bare minimum your steam account is safe.

Well, if hes using cheats in a VAC secured game/server and get caught by VAC, he shouldn't crying in the forum because it is his fault. It's his choice.

Using the screensaver to password-lock the system is an awful idea. Just tell Windows to lock the system, forget screensavers.
