You can ask them to doublecheck your ban, but that's all you can really do. You can't get your money back.
VAC doesn't ban because of lag spikes, it searches for things like known cheats or modified game files. Are you sure you didn't download or edit something, not knowing it would count as a cheat?
You don't, just like other services like X-Box Live, when you sign up for an account/use a service you agree to abide by the terms and conditions of that service - if you violate those terms (swearing, harassment, illegal selling, cheating etc.) your account is banned. If you can't play nice/not cheat, then find a different game/hobby.
Well, it's true. As I know, a lot of false-positive detections happened about 7 times.
>using cheats
>downloading and installing them unknowingly as part of some shady software that looks innocent (skins packs, mods, etc.)
>using SAM or other such achievement cheats (possibly, still unconfirmed)
>using cheat engine
>using mods etc. that modify the core dll's or other core files in a game
>using family share and the person who you share your games with cheats
>logging in your account on someone else's computer who has cheats
>divulging your account info to someone such as giving your login and password to a friend to use
>logging your account in on a public machine such as in an internet cafe, and someone put cheats on the machine or you left your account logged in when you left and they cheated afterwards
>losing control of your account through being hijacked and the hijacker cheats
>someone in your house installs cheats on your machine without your knowledge (a brother or sister)
You cannot be banned for:
>lagging
>playing with cheaters
>connecting to a hacked lobby
>using cheats on single player games ONLY
>using approved mods
>being disconnected
>having your game crash, even repeatedly
>having some magical k/d ratio or "playing too well"
>having friends in your friends list who are cheaters or have VAC bans
>eating too many ham sandwiches
>using th wrong type of mouse, or mouse software, or keyboard, or microphone
>using fraps
>losing the game
I hope you weren't sharing rust with your friend via family sharing. VAC now bans family share owner accounts if the game borrower cheats.
