There are three main reasons that I've seen (And yes, I've watched people use these for various reasons).
1) Because they want to win at any cost. This is VERY common, especially with certain server owners in certain games who will do this without "hacking" by making use of server commands.
2) People who just like to anger people. I've seen this quite often where people will cheat just to troll other people. Usually, the people who do this try to make it just reasonable enough that it is possible.
3) People who are testing stuff out. This I've seen, but usually these people are in private servers with only those who know about it. This could be stuff like comparing a cheat to someone actually doing it to try to figure out the differences, trying to see what can and can't be done, or trying to enter hidden areas to explore. On occassion, there won't be enough people to fill the server and it is possible that someone could join in (I've seen this happen before) not realizing what is going on. Once, it went unnoticed for a while and they tried to play a game properly. You can guess how well that went.
As for private hacks, those do exist, but usually the people using those won't make it too obvious because those hacks tend to be hard to obtain and getting the hack noticed would almost certainly get them kicked out of the group of people to get it or they would be forced to pay for a new version if they aren't kicked out (sometimes at a higher cost).
I've been on the side to prevent hacks in games, but ironically, in order to prevent the hacks, you kind of need to know how the developing side works. That means, you will often see the preventing side using or checking out known hacks and even developing their own for preemptive protection.
While I have been on the developing side of certain hacks outside of being on the preventive side, it has always been stuff that won't negatively affect multiplayer. (Things like making it so that low end computers can run a game that has higher requirements and making the game run smoothly or removing super fast flashing effects to help prevent unnecessary seizures).
I've always been against using hacks or cheats to gain an advantage online or negatively affect those online except in communities that agree to it together. I am definitely all for having fun and exploring though.
(Honestly now, how is my colorblind mode UI that displays my menus and such in colorblind friendly ways going to make it worse for other people?)
