What is Steam Insecure?
Edit: However, it's a LOT safer in source games (i.e. CS:GO etc.) to use sv_cheats 1 on the server instead of installing third party cheats. There's no risk of a VAC ban if you leave the cheat running when you launch the game normally. sv_cheats 1 enables certain console commands which allow you to....cheat (and do other stuff).
"-insecure" can only used for Source Games as far as I know, it does not work for Call of Duty: Black Ops 2.
Also the Game is online only, there is no offline mode, local or lan Mode available on the Computer Version, you also always have to be connected to a VAC secured Server regardless of the Game Mode (Singleplayer - Leaderboards, Multiplayer + Zombies - Public, Private/Custom Matches).
If you don't want to risk getting VAC banned, don't use Cheats, Hacks or modifications for this Game otherwise take the consequences for being permanently banned for this Game.

So yes, you will get banned. CoD games also don't have offline multiplayer. They're online all the time.
