steam already tried temp bans with VAC, they did nothing. the cheaters went right back to cheating as soon as the ban expired, it did not matter how long the ban was. this is why the bans are PERMANENT
And the overwhelming majority of those (who are actual mistake and not just claiming to have been banned by mistake) get the bans overturned within days.
You're a bit late.
Valve started working on a "long-term solution" for cheating in 2001.VAC's nitial release was with Counter-Strike in 2002. During this initial release, the system only banned players for 24 hours. The duration of the ban was increased over time; players were banned for 1 year and 5 years, until VAC2 was released in 2005, when any new bans became permanent.

They gave second chances, people kept cheating. Hence permanent VAC bans

They have more staff now (if I recall) and it's way slower. How does that even work?...and these are paid mods.
Because a huge number of them are bought accounts.
But you and I are both aware anyway, temp bans simply don't work.
However there's still a lot to factor in, such as spoofing, re-sold used computers, etc. It's not as harsh as HWID bans, and there still needs a lot to be tweaked.
Such as phished accounts causing the unique Steam # to getting banned, etc.
The current system is far from perfect, but it works. However...as several others have said in the past...until we can change human nature, we're going to see cheaters.
