You should have confirmed that you logged out and revoked access to that device.
You should be cautious when signing into your account on a device that you don't own.

Sounds like he did use your account. The VAC Ban was applied correctly whether you agree or not. It doesn't matter who was using the account at the time since cheats were still used.

Your inventory items are still there, However they cannot be traded or moved to another account. Consider it a consequence for the use of cheats and lack of account security here.

Valve Anti-Cheat bans are permanent and non-negotiable. They cannot be appealed or removed by Steam Support.

This is a user forum. Nobody here can investigate or remove any types of bans on Steam.
