Unable to contact VAC servers

I'm have begun experiencing an issue where my ping begins to skyrocket, and around that time, I get this message: http://steamcommunity.com/sharedfiles/filedetails/?id=285886620

This occurs on both Wi-Fi and Ethernet, happens sporadically and happens on both the Windows operating systems installed on my machine (Windows 8.1, Windows Server 2012 R2).

No security software is installed on Windows Server, but Avast Free is on the 8.1 install. Same message appears on either.

My router is functioning correctly.

Start CMD in administrator mode: then
then do these steps.
1 - bcdedit.exe /set {current} nx AlwaysOn
2 - bcdedit.exe /deletevalue nx
3 - restart pc.

Shahanshah, thanks for that, it resolved the error message that was showing up in the screenshot. The ping was another issue entirely.

Well. What was the cause?

It was Spotify. The second I exited Spotify, the lag was gone. I looked this up and supposedly Spotify has peer-to-peer components that it uses to distribute music.
