How can I install VAC for myself?

I'm trying to play Team Fortress 2 multiplayer on my laptop but it keeps asking me to install VAC. I can't install VAC because it automatically downloads to all users on the laptop and I do not know the admin password, however, installing the VAC onto one singular user does not require admin rights. 2 questions, where do I install VAC, and how can I install it for one user?

You dont "install" VAC at all. All Servers are VAC Secured by default.

VAC is part of the game, it does not require a separate installation.

If you encounter a VAC error: Something on your system is interfering with the proper operation of VAC. As long as this interference impedes proper operation, you won't be able to play on secure servers.

Start by restarting your system. Windows since Windows 10 does no longer truly shut down the system, but uses hibernate for fast boot.
