VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support. If a VAC ban is determined to have been issued incorrectly, it will automatically be removed.

No. But it will not be visible to other people after about 7 years (I think)

But the account will still be VAC banned.

Probably a bought account, seeing a rise in people getting scammed into buying VAC banned accounts which is pretty funny.
