None of these require any programs that VAC could detect, so a Game Ban is issued.
1) Smurfing, as far as I'm aware, is not forbidden in CS2, which is why is specifically said Dota2.
2) Whether or not VAC is enabled has nothing to do with that whatsoever. I told you that VAC detects cheating programs.
3) Game Bans are quite common, there is plenty of people with Game Bans coming here trying to appeal it, which is futile of course.
Game bans can be removed by contacting the game devs as long as cheating is not the cause.
That last part isnt true for cs for instance you can get game banned for other things then cheating ( deranking/boosting etc ) and they state that evry game ban on the game cs is always permanent.
The abillity to dispute a game ban varies per game incase of cs its not an option.
Almost true since you can get a game ban for cheating in cs2.
