There are substantial differences... even between the first two, which I suspect but details are important.
anything that tampers with protected game files is treated as a cheat regardless of it giving an advantage or not (skin changers are cheats)
if a vac ban is falsely applied to an account, it will get removed at a later time. this can take a few days, few weeks, few months, there is no set time table for it to happen.
it does not matter who is in control of an account when it earns a vac ban, the ban will be permanent, account security is the account owners responsibility.
it is ineffective at keeping cheaters away from the games played here on Steam, its so ineffective that the whole forum lobby of Counterstrike 2 has removed the Vac discussion section in that game !
And the true reason for that is that Valve dont have a more strict Steam Account account creation that makes sure that the accounts are registered and very personal !
That is why Valve struggle with cheaters, speciel the recurring ones on new accounts or bought accounts on Ebay and other place on the internet that is sold as booster accounts .. you can get any account out there at any level you want, because Valve dont demand personal info to have a steam account & keep control of who owns the account or if it shift hands !
Want a cheater free Steam Platform ? .. Then force Valve to demand personal informations on the steam accounts, if the player want to compete against other players online !"
and make the anticheat system ban the cheaters instant without delays !
That is how you deal with cheats on Steam ..
The way Valve is handling the cheater issue and has done for the last 23 years is stupid, false and ineffective even Punkbuster was better at keeping the games clean of cheaters and that says alot !

Games like CS initially were meant for adults, and there was a big debate about violence in games. But eventually parents shrugged their shoulders and bout every violent game out there for their kids, which invited a lot of grade schoolers and pre-teens who didn't and don't think about cheating, or don't think that it's wrong. So ... whatever.
In my case I had a lot of service people gaming with me on Insurgency servers. Army, navy, air force, marines, and where they were adults they also DL'd and used hacks. I never saw anyone get banned. Maybe cheaters were banned, but I never saw it happened, so I stopped playing and quit supporting the game.
In short I don't think game companies are too concerned about cheating. As long as younger and dumber players buy their junk and keep the cash flow going, that's what matters. They care out of principle, but in the long run it doesn't hurt their finances, so it's a concern, but not big one. So they let whoever is concerned police their software. Hence VAC.
That's about the only statement (in that mess) I could agree with. I've seen many of your posts...
Instant bans would only make it easier for cheaters and cheat developers in the long run. Cheat developers would update their cheats faster until every cheat would be undetectable. But you're saying that you're against cheating lol?
So what do you know? Not much, apparently.

I just know that it aint legal to cheat in games according to the laws in both US and EU ..
Cheating in games is a copyright Act violation, illegal derivative work, infringement, breach of the CFFA, breach & violation of the ToS ..
Why do Valve allow people to do that ?
You claim to have been around here for ages and you don't realize that?
So now, you are permanently banned from everything due to another person cheating on your account.

instant bans is the way to go .. but it will need to have a backup with a very strict Steam account creation system, that 100% keep an eye on who owns the account even if you sell your steam account to another person !
The anonymous uncontrolled Steam accounts is where the real issue is, when we talk about combat cheaters on this platform, Vacnet is a joke and is just fighting recurring cheaters all the time, if Valve want Vacnet to function 100%, then Valve will need to close that open gateway called unregistered steam accounts the cheaters abuse to come back into the game again with & cheat multiple times on multiple accounts to infinity, because there is no limits on how many accounts you can have on steam !
If you use Valve´s 2fa system and secure your emails good enough with a strong code and aint stupid enough to click on links sent to your email adress or link your account to scamming api sites.. then there is 0% chance of you being able to hijack any accounts here on Steam !
If a cheat developer or a cheater, was banned instantly that would tip them off that whatever they were using is detectable. They would then go back to the cheat author and say hey this got detected. The cheat developer would then update the cheat.
This would continue until any cheat was undetectable because it would be updated almost constantly.
Anyone who is against cheating would know that this is a terrible idea and would never suggest this.
You have no idea how VAC or VACnet works. So I would be careful what you call a joke. The only thing that needs to be under control is your ego.
Steam accounts are free, that is why you're allowed to create as many as you want.
