the CHEAT engine that i downloaded is meant for rpcs3 ps3 emulator only and can't used on steam ( because these games are not exsist in steam game store )

Whatever the game devs deems problematic can get you game banned.
You using this emulator would not get you game banned so you can try to come up with another story. You are game banned for either griefing or cheating. Make a new account and try again. This is not a place to discuss your game ban.
But seriously, I don't think having CE on your computer will get you banned, speaking from experience.

You admitted to piracy, huge pet peeve of mine, even worse than cheating. As far as I am concerned, I provided information, which is all you need. Don’t bother continuing, this conversation will go nowhere (not unlike your ban)
Edit: it appears that Activision themselves have nothing to do with bans issued via the Steam application, in other words, Activision is telling you that bans on games bought on Steam need to be addressed through Steam. Go to the game forum for whatever game you are banned from
