Reformat your PC. Install what you want to play entirely fresh. That's pretty much "100%", or as close as you're gonna get.
Get steam guard.
Dont let anyone play on your account or PC EVER for ANY REASON. Not even your cat.
Don't worry about the gamefiles, just download the game from steam and go from there. (but reformat your PC first)

Well, technically "Yes", there's always a chance you could get banned. Anything can happen in this universe, and some might argue that in an infinite universe everything *does* happen at one point or another. But that's needlessly metaphysical. :)
Re-format your PC, install what games you want to play fresh, and enjoy your new not-at-all-likely-to-encur-a-ban-for-any-legitimate-reason experience.
And the "make sure you can't get hacked" thing is impossible since there is not a single souls that knows all the different ways you or your stuff could get hacked. You can only be confident that it is very unlikely.
For example the main problem these days is that hackers send you links of trojans disguised as voip software or other things that sound legit and throw in promises of playing csgo promatches with potential prices and stuff like that. So be careful with links in chat and so on and trusting awesome situations.
Best thing to avoid getting hacked is probably to install the steam smartphone app and enable the steam authenticator and add your mobile phone number. That makes it harder to get into your account without your phone and/or number. Also if you loose those things it gets harder for you to get it back so save the recovery code the app gives you.
