How to prevent a VAC ban 100% in the future .
My account has a VAC ban on it from being stolen somehow while i was away when i cam back i was able to retrieve my account change all my passwords etc . Is there a bulletproof 100% way to make sure i can't ever get a VAC ban again in any way . I just don't want this to ever happen again . Also is there some way to have steam check all the game files to ensure nothing has been tampered with on my PC before playing or should i start from scratch and re-install everything ?

Well, you should uninstall all Workshop Items. That'd probably be enough.
Might want to check your files for anything suspcious.
(Do NOT delete System 32. People make jokes about but if you delete, it WILL ruin your computer.)
Is there like a proper steam tool that can check everything to make sure each time before you play ? call me paranoid if you like but i just don't trust anything anymore .

Reformat your PC. Install what you want to play entirely fresh. That's pretty much "100%", or as close as you're gonna get.
Dont install cheat programs.
Get steam guard.
Dont let anyone play on your account or PC EVER for ANY REASON. Not even your cat.
so ... even if i format and reload , don't install cheat programs , get steam guard and not let anyone play on my account "i don't have a cat" there is still a chance i may get banned ?
How did they steal your account? You somehow where the main factor of that problem, learn from that mistake and don't get fooled again.

Don't worry about the gamefiles, just download the game from steam and go from there. (but reformat your PC first)
Worry about someone stealing your account and how they did it last time.

Was it an inside job from one of the employees at valve or steam ? I have no idea . I mean there is a million ways these days someone can breach security and steal your credentials . I Have a decent antivirus , Firewall , Router firewall , Latest updates etc . I do look after my own security as best i guess as anyone can . Since i got banned I have not played nor bought any games and its been a couple of years now . I would like to play again but unless i can find a way to make sure i cant get banned or hacked again i think ill stay away .

Well, technically "Yes", there's always a chance you could get banned. Anything can happen in this universe, and some might argue that in an infinite universe everything *does* happen at one point or another. But that's needlessly metaphysical. :)

Re-format your PC, install what games you want to play fresh, and enjoy your new not-at-all-likely-to-encur-a-ban-for-any-legitimate-reason experience.
That sounds like a "younger brother or other family member cheated" kind of situation.

And the "make sure you can't get hacked" thing is impossible since there is not a single souls that knows all the different ways you or your stuff could get hacked. You can only be confident that it is very unlikely.

For example the main problem these days is that hackers send you links of trojans disguised as voip software or other things that sound legit and throw in promises of playing csgo promatches with potential prices and stuff like that. So be careful with links in chat and so on and trusting awesome situations.

Best thing to avoid getting hacked is probably to install the steam smartphone app and enable the steam authenticator and add your mobile phone number. That makes it harder to get into your account without your phone and/or number. Also if you loose those things it gets harder for you to get it back so save the recovery code the app gives you.
Did you get notified by Valve from this alleged hijacking of your steam account? I'm sure valve would've sent a notification email to you if someone was gaining unauthorised access to your account. Unless of course these alleged hackers managed to hijack your email account which you would've used to sign up with on your steam account?
no-one else has or has had access to my PC so i suspect some kind of hack was involved when i recovered the account there had been some changes friends added and things that the other person had done while he/she had access to my account . I like the phone verification idea .
I never found out if they had access to my email account but i did change all the passwords on all my accounts . and when i recovered my account i thought surely anything bans included would be removed but now i just want to make sure it cant happen again .

Nato , you could see it that way . But to me its like something has been stolen from me , Recovered by the police but i can't have it back because the police decided it was the right thing to do to stop people stealing .
