all VAC bans come from the detection of a known cheat, whether it is used on the account itself or some sort of sharing has occurred (account, library or phone number).
Users are responsible for the security of the account and all activity on the account.

2."i accept it i did cheat in it" So account cheated, account banned. You'll know when reading the articles, both bans are permanent. So start fresh on a new account and stop cheating.

No one on the forums can remove nor investigate a ban. Only falsely applied VAC bans are removed automatically by the system at a later time.
Known cheats were detected on the computer when the account connected to a vac server. A cheat is any program that alters protected game files, it does not have to give an advantage (skin changers, 3rd party crosshair mods, etc).
You are responsible for the security of the account and what is on the computer(s) the account uses. It does not matter who was using the account to cheat. Bans are not instant, whatever you were doing at the time of the ban being applied is unlikely to be the cause of it.
Steam/Valve will not release any information about what was detected, that information will only help those that cheat and make cheats.

Rust is on the EAC list.
This is correct.
A developer can choose to also run 2 anti cheat systems, as Long as they can pay for the fees and if there are no compatibility issues.
An example is, Fortnite. It initially ran BattlEye and EAC.
Rust, even with EAC can also be running VAC at the same time, since the tag still exists.
