Not everyone has access to it, because Inspector is a separate, unofficial program...
Unofficial or not, the program does the same thing as MSI Afterburner, Evga precision and so on. None of those are classified as cheats by Valve so no bans will be issued for using them.
Only shows how incompetent they are.
Many games have in-game reports to report players not playing by the rules, that is often the only option to get someone look at these.
