Account creation should on the other hand have a better control that makes it alot harder to just create a new account !
personal id / registered gamer license would be the answer to that !
Allready existing accounts wont need that ..
That will prevent cheat developers from getting a deeper understanding on what function of their cheat that got detected !
The way valve handle the cheater issue in our games at the moment is just a big circus with clowns in a hamster wheel running after each other

if we did it would be very very limited like close to 0% rather than close to 100 !

VAC bans are delayed for good reason.

These are the sources of funding for the valve company.
They will not slash their own funds.
There are no benefits or a particularly good idea to delay a vacban
When Valve allows users to create a new account without any conditions or monitoring that make it impossible for a cheater to repeat the process again, again and again !
The only true reason to delay a Vacban is to put money in the pockets of the cheat developers !

If Valve want to have both kind of players, then atleast seperate them, so cheaters are on 1 server and the rest of us that dont cheat is on the servers that dont allow cheaters in !
We can do that with personal id demand to gain access to the servers that dont allow cheaters on them !
Allready created accounts wont need that, but will be asked for creditcard informations to identify yourself with instead ?
Same information you still have to provide when you want to buy a game on Steam !

it is called mod hacks .. it has been a part of the cheat engines for years, so you could get alot more armor than normal, more health, and first when that was shoot down the cheat engine would allow you to take the real dmg that was registered by the server .. !
Even punkbuster was able to detect it ..
