As already noted, Cheaters just keep cheating. Permanent stays permanent.
temp bans were tried, they did nothing. make a new account and start over, that is your 2nd chance.

so its much easier to give permanent ban then never change it, its less work too.

When they tried temporary bans, cheaters returned to cheating
When they removed bans from compromised accounts, cheaters found away to abuse that to.
Cheaters forced Valve to make it a Zero tolerance policy.

Nobody hacked your account, you didnt secure your account properly.
Took me not even a minute to look through your groups and see suspicious stuff.
