Mouse Injector for PCSX2 and other emulators

I'd like to play some older PlayStation 2 games with mouse and keyboard and I need to install this injector (garungorp MouseInjectorDolphinDuck) in order to play properly. Can the injector be detected as a cheat even though is not related to Steam games?

Things that were designed solely for an emulator don't cause VAC bans.

not true, if it is know by VAC to be able to inject anything into any process (especially common dll injectors) they will ban you if you have it running with a VAC protected game also running

No, the only ways VAC scans are the game's process memory and protected game files. This is not spyware-like anti-cheat we don't want.
