No. You can buy Prime on a new account. You cannot essentially pay to get 'unbanned'.

Your ban is permanent and can NEVER be removed.

Make a brand new account and get prime on the new account.

this account will never be unbanned no matter what you do.

spending money will not lift your ban, i suggest you don't do that.
