An issue with your computer is blocking the VAC system. You cannot play on secure servers.

I had avast and ccleaner, uninstalled them because the support page they might be the reason why I got banned.

At the moment I've got Google Chrome, MSI AfterBurner, Notepad ++, Steam, Killer Network Manager and Fraps.

I've had the problem before I installed Killer Network Manager. And I can't uninstall it because that's my ethernet driver.

when you start your cs go you have opened Killer Network Manager?
i got this program too and i dont have any problems

Click Start- > Run - > msconfig
and disable this program from startup menu and i think this should be fine

Please list ALL programs installed and running processes/services on the computer. Not just a list of what YOU feel might be important.
You've obviously got more than this on the PC. Posting inaccurate or partial information doesn't help and only serves to hinder the process.

Remove programs that are known to interfere with Steam. This of course includes MSI Afterburner (since you claim to have trieds the recommendations by Support)

You can uninstall Killer Network Manager and install just the actual network drivers without the need for extraneous software.

Remember to restart PC after uninstallation / installation.

Well, there's like 300 services running on my computer, I obviously can't post them all :D
But I'll try uninstalling Killer Network and MSI Afterburner and see how that goes.

Some of the processes and services:
All that Nvidia stuff (Streamer agent, backend etc)
Battleye service
Easyanticheat
Google update
Pnkbuster
Razer game scanner

Of course you can. Whether you wish to depends entirely on how important it is to you to resolve this issue.

Again, you know that Nvidia Network Access Manager/Firewall and Nvidia ForceWare Intelligent Application Manager as well as Google Update are known to interfere with Steam.

To be honest I am feeling less and less inclined to offer help in the matter if you consistently neglect to even take the initial advice recommended by Valve themselves. You seem reluctant to want to take the necessary action to resolve the issue.
