Report a translation problem
I know, but this VPN doesn't fake your location. Means, iam not gonna buy game cheaper in USA or German. Or play game that's restricted in my country.
Its just to bypass my Wi-Fi (Steam is not blocked on my country btw)
If you still use it and Valve finds that out, they have the rights to terminate your Steam Account.

Whether it referes to other purpsoses for sdisguising ones residence or other purposes of use of VPN. Either way, without a concrete definiton or ruling either way, legally, Valve may decide to argue the case for whichever serves their interests best.
Actually, if you re-read the text you're telling the other guy to re-read you'll see it says "If you do this, Valve may terminate your access to your Account." ..."may"
Presumably, "for any other purposes" is simply a catch-all for any other malicious uses.
You can assume that these uses of a VPN will get you in trouble: bypassing store restrictions, using VPN to purchase from other country stores to buy cheaper games, reselling games, attempting to bypass country restrictions for games or release date restrictions.
Many legitimate users who have legitimate reasons to use a VPN have reported they have used VPN for YEARS on Steam with no issues. Using a VPN won't get you instantly or automatically banned.
Users who were involved with using VPN to bypass store restrictions and were involved in reselling have reported having their accounts banned...along with losing thousands to tens of thousands of dollars worth of wallet funds/items/steam gifts that they were actively trading/reselling. Well...that seems pretty obvious doesn't it?
So given these reports, you can assume that Valve doesn't really care if your user location bounces around. I haven't seen any reports of users being automatically banned simply for using a VPN. It seems like Valve looks for very specific activity before presumably flagging an account for investigation/suspension/banning.
I'm not recommending everyone test the rules themselves but this has been a constantly repeated topic of discussion for years without an official response.
Not to mention until recently Valve WAS SELLING VPN SOFTWARE ON STEAM, e.g. WTFast. It appears to have been removed last month by the company because of the mountain of crappy reviews and press they received. But still...that's what WTFast is and Valve was completely aware of that.
