The key here is "minimum amount of time needed for this purpose", there is potentially an argument that elements of a suspicious processes hooking into the VAC-secured process/VAC/Steam could be retained and analysed until such time that multiple such occurrences are identified unambiguously with a specific cheat and therefore this justifies the retention.
Its really interesting, how much could be that time? Hours? Weeks? Years?

Yes, they rescan the files that were saved in case it was falsely detected. How else are they supposed to undo false bans?
This is how all anti-cheats go back and undo false bans.
Let's make this clear... They are not saving all your files they scanned. Only the ones that triggered the anti-cheat.
And how many time they save that files? Do they delete that files if you are clear?
valve cannot release details about vac in any circumstance, because the cheat maker will learn how to make a better cheat.
you can read such details of this in the end user agreement for the anti cheat, it does detail user privacy. i am not going to read it for you! lol.
i think its ok to trade some privacy to have a fair game online, because of how many idiots select to cheat, because they are terrible at the game.
