Does it alter your .exe or .dll files?
No, I'm pretty sure it doesn't give me any advantage at all against or relatively to other players. It only allows me to choose what servers I want to play at.
And I'm not sure as for the second question..
Ok. I agree with you. But do you think that a moderator will answer my question? Because the only certain answer can come from a mod..

Moderators isn't the same thing as a developer or VAC team member. And they don't go out of their way to vet third party programs for users who want to know how much they can get away with exploiting before getting a VAC ban.
When playing competitive, the game automatically picks the best server for you based on your location, because they don't want you playing with 1000 ping on a server and making everyone else's game experience garbage.
Any third party software you decide to use is at your own risk.
