well i only had these files in a folder on my usb drive they weren't scattered around. i am very organized with my PC's files.
It's your call. If you feel 100% comfortable that all traces of cheats are gone, then manually remove them all. If you don't feel comfortable, your best bet is a format which would be certain in removing all traces of your previous cheats. I wish you the best of luck.
This is my point, those programs most likely have left overs in the prefetch folder. And thats just one example I can think of how you can "remove" cheats and still have traces. But this example is for community made anticheats for UT2004, I can only imagine VAC is more indepth.

well i am not willing to reformat my computer over a game so i will have to take the risk but i will probably end up re-installing csgo and steam after i delete my cheats.
I would still suggest reading the pinned thread and links within it. And again, if your banned account was linked to the other account, that could be an issue too. You can get bans accorss linked accounts even if the other accounts dont have the game.

You will see the names of most programs you run, ending in .pf. likely also those you ran from the USB. If you see anything there cheat related, I would suggest reconsidering a reformat.
Nobody here knows what cheats you used or what other ♥♥♥♥ they distributed within your computer files/registry etc. nor what malware payload wasa also included turning your machine into a conventient bot for some more useful purpose.
As such, nobody can give you reliable advice (without intensive back abnd forth over your entire system and installations) on what to remove or look for.
Therefore, reformatting is advised.
It's completely up to you, though. However, should you wish to risk NOT reformatting and register a new account and conncet to secured servers AND SUBSEQUENTLY RECEIVE A VAC BAN on that account too because the cheats were not effectively remvoed, then that's your responsibility.

It only checks for injection and compares hashes lol so I wouldn't be too scared if cheat.exe is on your desktop
Perhaps, but we see so many sob stories here with just that, gone wrong. While you may be correct, formatting surely removes everything. As well as what ever is possibly installed when you run whatever cheat.
I would feel bad to say its OK only to have the OP return with another ban.
I wouldnt trust a cheat program, and I most certainly wouldnt trust someone with a VAC ban for advice on removing it :P
Just a reformat is wayyyy too far
