NO. there is no 'not even cheating' - your friend was caught cheating. vac does not activate for 'not even cheating' =p
VAC ban readme
a vac ban will never end.
i believe after ~7 years, the hat of shame will be off his account, but he will still be banned from any vac-secure server.
I believe when steam was just starting, they (valve) shared your thoughts 'perhaps they will be reformed' but data quickly showed that they would always reoffend. so, to keep the system simple, the bans are forever.
I personally believe no cheater should ever participate again. This is something that should have entered their critical thinking steps before activating cheats online, imo.
Also, again: NOT your account, NOT your problem. Unless you are your "friend" on another account. In that case: Ban is permanent, stop asking.
