It doesn't matter how much you paid for it.

Your Steam Account was used to cheat with and is permanently banned regardless who used it at the time of the infraction, you're also not suppose to "share" your Steam Account to anyone.

Either A: Play on unsecured Servers by starting the Game with the "-insecure" command or B: Create a new Steam Account and rebuy the Game if you want to play on secured Servers.
