You are responsible for the secuirty of your Steam account at all times. This applies to Game Bans just like VAC bans https://support.steampowered.com/kb_article.php?ref=4044-qdhj-5691#compromised

The account was used to cheat so it banned. Players are not banned. That's how it works.

You are free to create a new account and buy the game again. Just don't allow your account to be stolen next time. You have to accept the consequences of your negligence.
