Just like the previous colour goggles thread:

No one here can tell you whether a program will get you banned since we don't know what is currently on the blacklist, what they will add to the blacklist in the future and what programs are currently being monitored by the system. In short, if the program behaves in a way that VAC deems inappropriate then yes, there is a chance. People here can only tell you whether their personal usage of the program didn't get them banned yet, but they are not able to predict the future.

As for OS compatibility, you will have to check their website/support.

here is a post from valve when they banned for using the program im talking about and later reversed the ban https://www.reddit.com/r/GlobalOffensive/comments/4ppkzl/false_vac_bans_for_timerresolution_reversed/ . just want to know if its still vac safe or if they later decided to put in the vac list

Depends. People don't know what exact program caused the ban. Or perhaps Timer Resolution was updated later with different functionality. We still don't have access to the ban list.

Have there been bans for it since then? Probably not. Take it as you will.
