VAC banned on CSGO. Can I upload workshop items to the TF2 workshop?
I just want to know this, because I don't want to waste time making a hat, and then not be able to upload it.

No. You cannot upload new content, such as guides and artwork, to a game hub if you have been VAC banned from that game.

He's CS GO VAC banned and want to vote/ upload in TF2

True, however OP is asking for another game.
He's CS GO VAC banned and want to vote/ upload in TF2

having sort of a bruh moment, turns out I can post stuff onto the steam workshop, because I made test guide, but I can't vote on other people's stuff? good to know I guess, but I'm confirming with steam support.

I did. I can submit guides, so submitting workshop stuff should also be okay. Thanks for not being a ♥♥♥♥♥ about my ban. Most people I ask just respond with something like "kek cheater" and leave.
