I was a TF2 server admin once and I did use cheat console commands when my server is VAC secured. But I didn't hack it, I remote consoled and enable sv_cheats and noclip. VAC didn't ban me for 6 years so far not because I cheated, because I used console commands correctly and not injecting or hacking, making console commands work when the server doesn't allow it.
I have also validated it with Steam Support years ago as I got paranoid about it. They told me you won't get VAC banned via console commands if the server has cheats enabled, even if VAC secured mode is on.
Considering you have multiple VAC bans, it says it all. You don't need to convince us or even Valve for innocence.
