It is indeed that VAC authentication error. I have tried this fix literally at least 50 times but does not resolve the issue....
there are tons of people with this issue, multiple Reddit and Stem threads - no solution and no comment from Valve/Steam, which makes me think it's their issue
There are also "tons" of people without that issue. Resolve the issue on your end.

you need to FIX your end of the internet problem that it's having. Because eventually those will become permanent.

the instructions on the vac section stickied thread. 9 times out of 10 people who claim they tried "everything" on the list, did not.
It might be something weird - an interruption by your router. It might be a program like Roku or one of those "watch tv on the internet" devices interrupting your system, or even a printer demanding to be pinged (mine does that every once in a while and it is super, super annoying).
How often does this issue happen, with what regularity? All the time you play? Have you allowed Steam to set cookies on your system? Have you completely whitelisted steam? Made sure - REAL sure - that whatever firewall or virus scanner isn't running a "live" scan (meaning that it's checking online activity while that activity is going, instead of just doing a background scan after you're done)?
Is anyone else on the computer? Is anyone else on the network that the computer is using? (other people in a house, a busy internet hub at an apartment complex, a school or dorm computer system?)
All of these things might contribute to your interruptions. Do a search online and you might find some 'extra' items, that aren't on Steam's list, but they would be fringe and rare cases more than likely, since a tremendous number of people likely experience issues every day, but simply do those things shown and they fix it.

Of course it's something on my PC, but Valve/VAC are being unhelpful at the very least - at the end of the day it's their product that is impacted and they refuse to assist in any way.
This is a brand new built - I do not mod nor download any dodgy programs. I have literally uninstalled everything from my PC and testing to see if it happens again. the next step would be to format the PC but trying to avoid that if I can.
They aren't singling your computer out and making sure that you aren't able to play their games - as stated above numerous times, most people CAN play, without issue.
If you have a 'brand new' computer, make sure that it has the right drivers - not necessarily the current, but the RIGHT ones - for the hardware you're using. Make SURE that your system has properly whitelisted steam and its programs. Even if you think it's correct, *check again*. If you're running windows 10, it has a nasty propensity to change things when it updates, even without telling the user or asking for permission to do so. Things that may have worked on any old machine are irrelevant, on a new one.
