VAC is automated software that bans for the detection of known cheats on either your account or an account linked to yours via mobile number or game library.

If your ban really is a mistake it will usually be removed within 1-2 weeks and you will have to wait. There is nothing you can do to speed up this process.

Well your 'friend' must have installed cheats. Those cheats must have been detected. There is a reason why a complete wipe and OS install is recommended to be 100% sure cheats are removed.

Let me guess your other account was banned too?

Seems a coicidence 2 accounts banned due to others actions.

used to have 2k hours on CS but account got stolen

Make a new account and don't let your "friend" on your PC anymore. You ban's not going away, ever.

You've let your friend use your own (administrative) account, have you?

1. Reset your syst to assuredly remove all traces of the cheat
2. When creating a new account, pick a different password
3. Give your friend an own non-administrative account
4. Create a new Steam account

That way, your friend won't be able to screw you over in future. Same goes for siblings, cousins, pets and whatever else installs cheats nowadays.
