Wrong, report bots don't work.
Issue was fixed, cheater was found and banned.
Also, not a VAC ban and has nothing to do with this Forum.

Overwatch also has nothing to do with VAC, it's s separate anti cheat system.

Report bots don't work ever and the ban is PERMANENT. You can stop asking right.

Users are responsible for the security of the account and all that happens on it. Banned accounts who are hijacked/stolen are permanent and cannot appealed.
Game bans for CS:GO are also permanent and are either given for blatant cheating or a second griefing offense, no other reasons.
The OW system maintains reliability by reducing weighting of those that apply verdicts inconsistent with test cases. Accounts are only banned by OW on unanimous verdict from all investigators participating in review of that case.
Report "bots" do not work. It is painfully obvious when particular accounts (bots) send multiple reports for the same target accounts in consistent manner. Valve are well aware of these attempts.
Any CSGO playing account that is invited to review OW will need to consistently and accurately maintain a high quality of verdicts (especially of the random test-cases that are frequently sent for review) in order to continue to be invited. Should the accuracy weighting of that accoutn fall below a threshold, the account will no longer be invited to review OW cases and reports will be given lower prio. Since accoutns must also gain sufficient trust and reliabilityy in reporting these factors make it impossible for OW investigation to be disrupted or undermined by automation (bots).
Please refer to the official documentation and commentary from Valve staff rather than random internet users with regards to the workings of Overwatch.
