Can I connect my phone number to a new account after getting all connected accounts VACed?

So basically a few years ago my main account got VAC Banned along with my other accounts which were connected to my phone number/steam mobile app. Since then I stopped using it and got rid of steam on my phone out of fear. Now on a new account I want to start trading and using the community market without restrictions but I fear that my account might get VACed. Is it safe to connect my phone number/steam mobile app to my steam account after the ban? or is it forever cursed by VAC

If your banned accounts won't cause another VAC ban on a different game, you'd be safe. Please note that there is a 90 days cooldown before you can reuse a phone number on a new account.

VAC bans through phone sharing only occur at the time of the banning, so using the same number on a new account won't cause a VAC ban.

How do VAC bans relate to phone numbers?
VAC bans are applied to all accounts sharing a phone number at the time of the infraction. For this (and many other) reasons we do not recommend sharing your phone number or using another user's phone number on your Steam account. Accounts sharing the phone number that do not own the game the VAC ban is for will still receive a VAC ban and will not be able to purchase the game moving forward.

There are no restrictions placed on phone numbers that were on an account when the account was VAC banned; phone numbers can immediately be used on new accounts.

Note: This feature is not enabled for all games and is used at the discretion of the developer.

What if the vac ban on my old counter strike acc, cause by a housemate past 2 yrs, can i link back my old phone number to my new steam acc.
