VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support.
If a VAC ban is determined to have been issued incorrectly, it will automatically be removed. If you wish to discuss Valve Anti-Cheat with the community, you may do so here.

Overwatch and VAC are two completely separate things, but it's possible for an account to have been independently banned by both systems.
Overwatch involves the review of gameplay by multiple independent judges who do not talk to one another and who are unable to directly identify the suspect. Overwatch bans show as a "game ban" on the steam profile page of the banned account, unless it also has a VAC ban for CSGO which is incoming or already present.
VAC is completely automated. Cheats are detected automatically, bans are assigned automatically, and bans are removed automatically. There is no appeal process, and correctly assigned VAC bans are absolutely permanent. A VAC ban shows on the affected profile as "VAC ban".
VAC absolutely does NOT ban any account based on reports,
Nobody from Valve posts here. Nobody posting here can investigate or remove VAC bans.

If you're trying to get your ban removed, then kindly allow me to inform you that it isn't possible. VAC bans can't be removed by request.

VAC bans are DELAYED. The moment VAC detected cheats being actively used was NOT the same moment that your account was banned.
There is more than one way to receive a ban on your account. You don't have to cheat to get a VAC ban. Someone else could have cheated on your account, or your account could have been given a VAC ban due to family sharing or phone sharing. You could also have used your account on a PC loaded with cheats without your knowledge, or used some kind of third party modification of the game files which came with something malicious that you were unaware of.
Valve won't share any data about the detection that led to your ban. They don't release that information because it could be useful to cheaters and cheat developers.

Im confused...
I understand that it's confusing because the default message in-game says that the account has been banned by Overwatch, but again, this is just the default message. The only two possible ban outcomes resulting from an Overwatch review are once again, "minorly disruptive" or "majorly disruptive".
I have received a VAC ban - why?
The following notification will display should you receive a VAC ban, indicating that a VAC ban is now in operation - "Your connection to this secure server has been rejected. Because of past cheating violations, you have been banned from playing on all secure services". If you receive the notification message outlined above, the VAC system has, based on its cheat signatures, detected a cheat operating on your system. As a result a VAC ban has been imposed and has come into operation to restrict you from joining VAC protected servers. It should be noted that VAC employs the use of delayed bans in order to disrupt the development process of cheats - a ban imposed today may have been the result of a cheat detected by VAC two weeks previously.
I really can't tell you much beyond what I've already posted.

Think about this very carefully. Did you at any point play with your account on a PC you don't have ownership or control over, such as at a friend's house or at an internet cafe or library? Did you let someone else use your account or your PC while unsupervised? Did you ever grant Steam Family Sharing access to anyone? Did you ever link your account to someone else's phone, or let someone else link their account to your own phone? Did you add any 3rd-party modifications to the game?
All of these things could lead to a VAC ban without your knowledge.

All the information has been presented to you. It's up to you now to understand it as best you can and take whatever action(s) are necessary.
If you think there might be cheats installed on your PC, then you need to remove them, because they could potentially lead to VAC bans of any other accounts used on that PC in the future. If you want to be absolutely sure, then clean your PC of any cheats by reformatting the hard drive and re-installing the operating system.
Then for the future, keep your account login private, don't let anyone use your account, don't link your account to a phone which is also linked to any other account(s) that you don't control, don't grant family sharing access to anyone you can't fully trust, and don't log into your account on a PC which you don't have full knowledge and control of.
This account is as privately as it is and i don't share this account with anyone nor family sharing access.
