VAC is automated software that bans for the detection of known cheats on either your account or an account linked to yours via mobile number or game library.

If your ban really is a mistake it will usually be removed within 1-2 weeks and you will have to wait. There is nothing you can do to speed up this process.

Sounds like the account had been used on a different machine, or the same one but before he reformatted the system. Either that or he installed something that triggered the VAC ban. Sometimes shady software installs little extras that the user might not know about.
