why would you get a ban on one account?
are you going to cheat?
IP is not a thing.
but there is trust factor and shared phone number bans.

Yes. VAC is tied to an account, not an IP. Otherwise, you'd get packs of ISPs having their users blocked off CS:GO, because of one cheater.
